Industrial Area in Gorelovo is a pilot project.
There are 19 industrial zones planned to develop in the Leningrad region . The first of them - Gorelovo industrial zone. The boundaries of the industrial area are west and north-west - Black River and Ligovsky channel;
north and north-east - the border of St. Petersburg, boundaried the Pulkovo airport;
south and south-west - the territory of the Lomonosov district.
The attractiveness of this area for large and average industrial enterprises is determinated by exellent location. Zone is situated near major highways (Moscow, Kiev, Murmansk, Tallinn highway), 2 km from the constructing ring road (CAD St. Petersburg). Ther is a direct route length of 12 km to the seaport. The zone has a rail input, Pulkovo International Airport is located directly at the northern boundary of the zone.
The governor ofLeningrad region V. Serdyukov admitted the build up areas preparing to be one of the most important conditions for investments. But the investment should be done with private funds, not state financial.
The first steps in this direction have already been made by the managing company "Agency" Gorelovo - industrial zone". Majority shareholding belongs to a Dutch company that is also the founder of the deep-freezing warehouse LLC "Petro-Frigo", located since 2001 in Gorelovo.
In that period regional Governments gave some plots in this area for businesses wished to create their own production. There was a concept of the industrial zone and a plan of functional zoning. The concept of "industrial zone" suggests businesses come to a territory with engineering services and all necessary infrastructure.
Where there is demand there is supply, and in 2003 was a competition for the right to control "Gorelovo."
One of the conditions of competition included the obligation of the applicant company to create all the necessary engineering infrastructure. So "Agency" Gorelovo - industrial zone "was founded. It got over 230 hectares of land and nine years for developing. In the first year search work carries out, the next two - design and construction, and six years is given for improvement area and attract investors.
”360 hectares - total area of undeveloped zone "Gorelovo”. Investments in improvement is 52 million dollars”, - says its CEO Sergey Bratchuk.
The regional government is doing all possible to maintain the best investment climate in the region. In1997 the Law of Leningrad region about investment was adopted and effective. It will provide investors with good tax benefits. This law is one of the main factor for many investors to create new enterprises here.
An investor made an agreement of investment activity with the Leningrad region is entitled to have privilege for many taxes.
The regional government has been making a right investment policy, so there is a confidence in good development of Gorelovo and other industrial zones.
